What's the best software for creating photo slideshows on a DVD (or VCD works too)?

Not sure if its the best, but it is easy to use. Not sure if it was Nero or some other software, but I remember there being a limit to the amount of pictures you could add to a project. This was irritating at the time but I overcame this issue.

So I tried using the 'photo slideshow (VCD)' for Nero, and it won't allow me to add transitions unless I cut it off at 99 pictures. How do I get it to play continously beyond the 99th picture? (It seems to push it into another chapter.)

I noticed Nero hs a 99 limit on many things. I don't think there is much you can do about it.

And I don't know of any slideshow programs I could recommend.
