so far this has actually worked. I replaced 98 SE's explorer.exe and shell32.dll with ME's and so now i have the stability of Windows 98 with the sweet ME explorer. There is a few problems though mainly with some settings. I'm wondering if there are more files associated with Explorer that need to be replaced inorder for it to work correctly. If anyone has any ideas i'd be glad to know, thanks.
I'll post some screenshots soon.
I think that explorer does need all the dumb dlls, but the ones in 98 seem to work, you say. What you are trying to do sounds a bit odd to me.

i know this is a dumbshit question but do you mean you replaced explorer.exe in the windows folder or on the install cd?,if it works it would be good to make it instal from 98cd.

yes i guess you could replace it on the CD, but for now i'm just replacing the files directly from the system folders.

I am positively interested in the developments regarding the attempts outlined thus far. I had once downloaded a package, 'Win98SE to WinME' or something along those lines, that accomplished precisely what is being accomplished in the present instance. This was shortly before the release of Windows ME and the conversion worked very well. I recollect that I had downloaded the package through MaxKnightX's website. What remains of that package, unfortunately, are the instructions, which I had printed for me to follow (quite a number of steps). The actual files were lost during one of my numerous format jihads (I like experimenting at times).
If this can be of help, the targeted files that were replaced are the following:
logo.sys (straight out of
command.com
Program Files\Plus!\themes.exe
Windows\command.com
Windows\explorer.exe
Windows\logow.sys (this can be simply deleted from the current Windows 98 SE installation)
Windows\command\Ebd\Command.com
Windows\Help\Windows.chm
Windows\System\appwiz.cpl
Windows\System\Browslc.dll
Windows\System\Main.cpl
Windows\System\Setupx.dll
Windows\System\Shell32.dll
Windows\System\Sysdm.cpl
Windows\Web\wvleft.bmp
Windows\Web\wvleft.gif
Windows\Web\wvlogo.gif
Windows\Web\Wallpaper\ (the enire contents of the folder)
Windows\Program Files\Windows\Media Player\Skin\WinMe.wmz (with the release of Corona for Windows 98 SE this file may now not be terribly important)
Windows\Media\logon.wav
Sone of the above files were to be copied through MS-DOS rather than Windows itself:
Windows\explorer.exe
Windows\System\Browslc.dll
Windows\System\Shell32.dll
Windows\System\Sysdm.cpl
The instructions also suggested that backups of the files be made prior to the above procedure.
Finally, it suggested that the following registry edit to merged:
REGEDIT4
[HKEY_CURRENT_USER\Control Panel\desktop]
;Options
;0 means hide Windows version
;1 means show Windows version
"PaintDesktopVersion"="0"
I excuse myself for the long post but since it was requested whether or not more files could ne involved I thought that the above might help.

BTW, I cannot say for sure whether or not the files within the package were modified to work on Windows 98 SE. But it did work without any glitches whatsoever. The Control Panel display remained as per Windows 98 SE, of that I'm sure.
