is there any software that can test dialup connections to multiple isp and give a report on bandith and other service like smtp ipop3d etc

Without having an account at said ISP, you wouldn't be able to connect to them to see anything. And bandwith with a dialup connection is based solely on YOUR connection to them, not theirs to anything else.
