The latest builds are based on Catalyst 4.9, but much improved. The purpose of his drivers is to provide with improved performance/stability, and more options and features than the original. It includes everything from driver optimizations to OverClocking (RadLinker is integrated). They are all very reliable, you don't need to worry about system crashes or something like that.
