Guys im looking for a program can control UPS so it can run some scripts to shutdown the other machines, is there a program working with all UPS types ?
Arctirus
There are windows command line tools you can use to shut down remote machines. You could add the lines needed to use those to a batch file. Most UPSs come with software that will allow you to run a program before shutdown; just point to the batch.

If it is an apc ups, then there is software called apcupsd that can shut down the pc once the battery reaches a certain level and so on. Catch is you need to connect the ups usb/serial cable into the linux/unix box. http://www.apcupsd.com/
