Is thiere any way to control mac (9 or x)client form a windows server "applying policy" ? what i mean is to control it as we control ms windows client "disaple add remove , remove some option .... "restrected user"?

The only policies that will probably work would be password policies.
Most MS server policies are windows specific.
You can bind an OS X Server with a MS Server, and expand the Active Directory to have Open Directory features in it, but thats getting heavy duty. And from the measure of your question, I would say avoid that.

You're talking about printer and file sharing. Which is not new. As for authentication, thats just binding the OS X machine to AD.
You can just have printers be IP printers, and your problem is solved.
Windows machines can access Mac files, and vice versa.
