I'm using the custom installation wizard to upgrade all our users to Office 2003. This works pretty well.
The issue we're having is some people are already on Office2003. We want to re-install it so that everyone is on the same build with the same settings.
I know of the Custom Maintenance Wizard, but it doesn't do everything we need. Is there a way to force the the transform file to do a complete reinstall of Office2003? ( know there are switches for the MSI, but we're using the MST with the setup.exe)

how about do an uninstall first? its not very efficient, but it would work
(i dont know much about doing custom installs, i dont have a farm to deploy stuff on, so ive never looked into it)

That's plan B.
The only reason we don't want to do that is that if we have a single transform that can either reinstall or upgrade, depending on whats there, it would save the time of waiting for an uninstall, THEN an install, and it was also mean we wouldn't have to create separate groups of people who need one package vs people who need another package.
Plus, the uninstall via scripting is never as easy and pretty as with Add/Remove

When compling the MST file, you can tell it to uninstall all previous versions first. Try that.

i did that. It works on previous versions, but not on same versions.
I even tried adding REINSTAL=ALL with no luck
