I need help making a template for someone I want to use frames or a table or something that's always saved it just has a bar on the right with the persons info, etc. Here's a picture of what I mocked up in Dreamweaver.
If I import this into Outlook 2003 it doesn't work I just see a seperator bar in the preview.

Well, I tried making frames and it seems to hate me if I do that I just get a seperator with nothing in the frames.
If I sent someone the picture and the info could someone make it for me?

...You get a frame separator with nothing in it...sounds like a target page pathing issue. Are you using relative paths?
You're using Dreamweaver, to wite code that a paranoid Email client is supposed to execute? Zoiks!!!
1. get a plain text editor write plain HTML code (which will run...) and get a working frame.
2. load a an existing outlook template in the plain text editor, and figure out a "Base-Line" for how "Fancy" you can get with the code and still expect it to work.
The only time I use a WYSIWYG is when I need a huge chunk of sloppy code written quickly ... Then I clean it up with a plain text editor (Usually EmEdit by Emurasoft)
