Anyone know a way I can get DVDs OR HD Optical discs to play without having to boot into windows?
My laptop seems to do it. but I'd like to get a standard way to do it on any PC

Your laptop has a software player built into its ROM. Unless the PC is built (and licensed) to do this there's no way to make it work.
